| Nizhny Novgorod Unified Rural Consultancy Services Project - Russia The land privatisation programme in Nizhny Novgorod Oblast (NN) helped clarify questions of land and asset ownership, and responsibility for rural infrastructure and social sphere assets. Many basic resources for agriculture have been moved from State to private sector entities. The new enterprises often lack the management and technical skills needed to operate profitably.Over the past 5 years DFID has provided support to the NN Oblast in addressing these issues in the form of a number of projects. These projects gave rise to NizhAgroFond and the State Unitary Enterprise (NCSAIC). Experience has shown that the skills in the different project teams and in two organisations were complimentary. DFID in agreement with the NN Oblast concluded that to improve the effectiveness of the projects and organisations that they should be amalgamated into one project/organisation. ADAS have been contracted by DFID to implement this 18 month project which will aim to create an efficient, effective and sustainable unified provider of a range of rural support services in NN Oblast and to disseminate the experience to other oblasts.
