Third Party Arbitration Courts (TPAC): Dissemination and Institutional Strengthening Project - Russia

Slanchev Bryag accommodation flights ADAS has been contracted to deliver this three year project by DFID. The purpose of the project is to increase access to and to strengthen the procedural, ethical and legal basis of "land reform" TPAC's in target oblasts in Russia (and in neighbouring CIS countries).

The project builds on the Land Privatisation Project and its smaller "off-shoot" the Third Party Arbitration Court (TPAC) Development Project. In the wake of the privatisation of land, and with the reorganisation of large farms still very much an on-going process in Russia, the project will expand access to TPAC's as a means of: safeguarding the constitutional rights of ordinary farm members to land and property shares; and resolving subsequent conflicts over payments for land leasing, allocation of land shares in kind, and compensation for invested land and property shares left behind when an individual leaves a large farm enterprise.

The main project tasks are:

Establishment of a methodological center for re-training and information dissemination.
Knokke-Heist hotel roomsEstablishment of a representative body for professional TPAC secretaries and for TPAC judges.
Improving TPAC procedures and documents.
Testing approaches to cost recovery to ensure sustainability of TPAC's
Developing, testing and disseminating monitoring methods.
Developing and introducing a TPAC module into agrarian reform courses in High Schools.
Increased access to TPAC system
Setting up pilot TPAC's in Ukraine, Moldova and Kyrgyztan
