| Support for farm information and consultancy services (FICS) project, Nizhny Novgorod and Oryol oblasts, Russia (KHF contract number CNTR 97 4212A) | Brief description of the project | ADAS International as contractors for this British Know How Fund (DFID) project in partnership with the Nizhny Novgorod and Oryol oblast administrations have co-operated to develop and establish a replicable model of efficient, demand driven, joint public and private sector funded, farm information and consultancy service bodies. The projects goal is to improve the profitability of agriculture and rural living standards in Nizhny Novgorod and Oryol oblasts, through the provision of access to relevant information and consultancy advice to meet agribusiness and rural businesses needs in the transition towards a free market economy. An objective in the Nizhny Novgorod oblast was to develop an oblast wide consultancy service. This has been achieved with seven rural consultancy centres spread throughout the oblast operated by Russian consultants. In Oryol oblast the objective was to develop and establish an advisory centre based on the Nizhny model. This too has been achieved and is operational with Russian trained consultants. An increasing number of independent farmers have gained access as a result of the projects activities to information and advisory support on aspects of farm business management with which they are still largely unfamiliar, including : legal and taxation advice, book-keeping and farm accounting, information on prices/sources of inputs and markets for their farm produce, establishment of producer marketing groups and other types of agricultural cooperatives, technical livestock and agronomy advice, and assistance in the preparation of credible business plans and credit applications. | The principle activities of the project are: | - Advising the Nizhny and Oryol administrations on strategic issues regarding the development of farm consultancy services and their functional relationships to the Department of Agriculture.
- Establish optimal working structure for legal and tax status of advisory bodies.
- Design and develop a customer led organisational structure, internal and external management processes and procedures, for individual offices and the whole body.
- Design and implement management systems (MIS, FIS, QMS).
- Design and prepare strategic (5 year) and annual business and marketing plans.
- Design a proven, replicable training package for the professional development of new advisory staff able to meet clients needs.
- Design and implement a study tour to examine and understand the management of advisory services.
- Develop & launch commercial chargeable services for the Nizhny advisory service.
- Develop and establish 'public good' activities to be carried out on behalf of the DOA, and 'public good' Memorandum of Understanding (MOU) models.
- Develop and establish a client monitoring and evaluation system.
- Provide training and dissemination of Nizhny model to other Russian oblasts, federal level institutions, and other KHF projects in Central and Eastern Europe.
