Do I Qualify to Travel to Cuba?

Slanchev Bryag accommodation flightsGolden Airlines is licensed by the United States Department of Treasury as both a Carrier Service Provider (CSP) and a Travel Service Provider (TSP). We are authorized to fly passengers (both public and private charter flights) between the United States and Cuba.  And, we can work with licensed individuals and groups to both contract and prepay hotel accommodations, ground transportation, meal functions, meeting functions, and all other land arrangements. We will also assist qualified individuals, groups and organizations to apply for a specific travel license.

According to the U.S. State Department, any U.S. citizen or resident may legally travel to Cuba except to conduct unauthorized business or for tourism.  The U.S. Embargo on Cuba further regulates travel to the island by restricting who can legally spend money related to travel to, from, or within Cuba. Permission to spend money for travel related transactions in Cuba is granted by the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) through either a General License or a Specific License authorizing activities sanctioned or permitted by the U.S. Government.

The following categories of person are permitted to travel to Cuba under a general license without the need to obtain special permission. Persons who qualify under a general license may need to sign an affidavit regarding their eligibility.

  • Government personnelhotels Bucharest including representatives of an international organization of which the United States is a member, who are traveling to Cuba on official business.
  • Journalists regularly employed by a news reporting agency or as technical or support broadcast personnel who travel to Cuba to engage in journalistic activities.
  • Full-time professionals traveling to Cuba for professional research in their professional areas provided the research is academic, comprises a full work schedule in Cuba and has a likelihood of public dissemination.
  • Full-time professionals attending a professional meeting or conference in Cuba that is sponsored by an organization not headquartered in the United States.
  • Amateur or semi-professional athletes participating in an athletic competition, held under the auspices of an international sports federation.
  • Persons traveling to visit family or close relatives in Cuba (allowed once every twelve months).

Specific License categories:

Persons or groups wishing to travel under a specific license must apply by sending a letter specifying the details of the proposed travel to OFAC. Those eligible for specific licenses include the following.

  • Academic Institutions can receive a two year license for undergraduate or graduate students participating in a structured educational program, persons doing noncommercial Cuba-related academic research for the purpose of qualifying academically as a professional (e.g. research towards graduate degree), persons regularly employed in a teaching or administrative capacity at a licensed academic institution, or secondary school students participating in educational exchanges in Cuba.
  • Religious Organizations can obtain two year licenses for travel related to religious activities.
  • Humanitarian Organizations can obtain licenses for humanitarian or human rights donations and projects.
  • Free-lance journalists can obtain a license to do research for an article.
  • Researchers or Professional Meeting Attendees engaged in activities that don’t meet the general license requirements.
  • Participants in educational activities, public performances, workshops athletic competitions, exhibitions and programs when they promote people-to-people contacts or otherwise benefit the Cuban people.
