I believe strongly that a more accountable Sheriff's Office, as a whole, will go a long way towards providing the superior service that the citizens of Harford County expect and deserve. This County is rapidly changing and law enforcement must be ready to accept the new challenges both head-on and as a team. All agency employees, from the Sheriff down to the newest member, will be held accountable for their actions, performance, and effectiveness. There must be no exceptions. Rules and Regulations of the agency will apply to everyoneERROR MSG on a continuing basis.
NO IN-OFFICE "POLITICS"
There will be no in-office politics, favoritism, or intimidation tactics applied. They shall be expressly forbidden and employees can go about their work at hand without fear of retribution or reprisals. All employees will be expected to perform to the best of his, or her, ability and to the highest standards.
NO FIRING OF PERSONNEL
There will be no termination of personnel, without justifiable cause, ever. Upon assuming office, I will not engage in political "house cleaning."
SELECTION OF THE CHIEF DEPUTY
hôtels LucernaI will select the Chief Deputy from within the agency and no "outsider" will be considered including anyone retired from HCSO or other agencies. I have developed a process to select the Chief Deputy and he, or she, will be selected by me only after I receive recommendations from my Transition Team. This Team's members will be selected by me however will include one member from the Deputy Sheriffs' Union and another from the Correctional Officers' Union. This pair will be selected by their Unions respectively. I will select the new Chief Deputy after interviewing the candidates.
ADDRESSING MORALE ISSUES
My plan is to utilize truly professional personnel/human resources practices and right the sinking ship of morale within the agency. This will commence on "Day 1" and shall be standard operating procedure on a daily basis. I will continue to welcome constructive ideas, concerns, and suggestions toward this end. Low morale can be self-correcting when employees regain confidence in themselves and, critically, in their supervisors and command-level staff. I feel strongly that a workplace is a two-way street. My administration will persevere to provide a professional work environment which includes mutual respect, openness, fairness, quality supervision, career development, and recognition for a job well done.
